Socorristas de los Bomberos Municipales trasladas al exministro Javier Maldonado tras el hallazgo.

The former Minister of Communications, Infrastructure and Housing of Guatemala, Javier Maldonado Quiñonez, was located with a gunshot wound to the skull within a residence located in area 15 of Guatemala City. The event took place on the night of Tuesday, 6 October, when the staff of the Municipal Fire Corps went to the property on the 3rd street and 18 Avenue after receiving the alert.

On the scene, the Medical Emergency Technicians provided advanced life support to the former official and moved him in an agonic state to a private care centre. After being identified in the place by his relatives, Maldonado Quiñónez entered the intensive medicine sector directly. To date, the security forces and the lifeguards have not established the circumstances in which the shooting took place and have not provided information on any official authority or hypothesis.

A step through the civil service surrounded by senior officials

Javier Maldonado Quiñónez assumed the title of the Ministry of Communications, Infrastructure and Housing (VIC) on 1 July 2021, after being sworn by the President of the Republic during the administration of President Alejandro Giammattei. His arrival at the head of the portfolio occurred after he had served for nine months as Deputy Minister of State Buildings and Public Works.

Throughout his career within the Guatemalan civil service, the former official also exercised the leadership of the State Building Unit (UCEE). This institutional tour placed it in the first line of the execution of the state budget for public infrastructure until the exit of the outgoing government.

Complaints of corruption and financial irregularities

In 2024, the administration of President Bernardo Arévalo promoted a series of legal actions against former Minister Maldonado Quiñonez for alleged anomalies detected during his passage through the VIC. Among the files submitted by the portfolio, the report of a fraud of 53 million quetzales (approximately $6.9 million) in the temporary kitchen programme is highlighted. In this project, the official inspections detected 1,140 duplicate and tripled records in the Integrated Accounting System (Sicoin), and found that only 516 of the 590 structures were built, leaving nine units unlocated.

The company involved in this programme also implemented the works of the so-called bicentennial schools, a project under scrutiny for irregularities estimated at 630 million quetzales. In addition, the Ministry of Health, the VIC and the National Commission against Corruption (CNC) reported Maldonado Quiñonez for fraud for the abandonment of work at the Hospital of San Pedro Necta in Huehuetenango. The audits verified that the authorities paid 90% of the total cost of the work when the actual physical advance reached only 38%, keeping the project paralyzed for 11 months and damaging more than 42,000 inhabitants.

Administrative findings and the context of State controls

In May 2024, a complaint by former Minister Jazmin de la Vega concerning the operation of an internal network within the ministry operating under the scheme of a “catalogue of edecans.” The CNC investigation noted that persons employed in secretarial posts earned wages of between 10,000 quetzales ($1,298) and 12,000 quetzales ($1,558) to provide accompanying services to officials, resulting in a case file for possible trafficking in persons within the agency.

The case of Maldonado Quiñónez reflects the complex institutional control scenario in the Central American region, where government transfers often trigger thorough reviews of the execution of public funds and probity in the bidding of large works of state infrastructure.

Judicial proceedings and waiting for official expertise

For the time being, the authorities of the Public Prosecutor & apos; s Office and the police forces keep under reserve the proceedings carried out in the building of area 15 where the former official was found. The focus is on the medical evolution of the former minister within the intensive care unit and on the results of ballistic expertise and field research to clarify the origin of the bullet impact.
