Under-Secretary Juan Pablo Segura warned that the Cuban resolution on the embargo will be voted on October 28 at the UN and criticized the management of the communist regime.

US warns about UN resolution against embargo on Cuba

Juan Pablo Segura, United States Assistant Secretary of State for Western Hemisphere Affairs, warned about the next resolution that the Havana regime will present at the UN General Assembly, related to the embargo on the island.

“The Cuban economy survived exclusively through foreign aid and, now that they have disappeared, the communist regime is failing and betraying ordinary Cubans. Havana takes advantage of its annual vote at the UN to convince itself that it does not need to change,” Segura wrote.

The Ministry of Foreign Affairs of Cuba reported that the resolution entitled “Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba” will be put to the vote on Wednesday, October 28, at the UN General Assembly.

Segura warned that “supporting this resolution only reaffirms the regime’s false arguments and delaying the urgent need for political and economic reforms” on the island.

The Secretary of State, Marco Rubio, said that the suffering of the Cuban population cannot be attributed to American measures, but to the responsibility of the communist economic model applied for 67 years and the very poor management of its leaders.

The administration of former President Donald Trump noted that the Cuban regime has always been maintained by external aid, first from the Soviet Union and the countries of the socialist bloc, and then from Venezuela during the governments of Hugo Chávez and Nicolás Maduro.

Rubio also noted the Cuban leadership’s inability to manage the economy, calling many of its leaders incompetent and directly responsible for the suffering of the Cuban people.

Results and international context

A resolution condemning the embargo on Cuba was adopted by 165 votes to 7, with 12 abstentions in the General Assembly.

Other related issues emerged on the international agenda: the EU urged Havana to respect human rights and stop supporting Russia in the war against Ukraine; the UN started two days of debate on the US embargo. Cuba was absent from the global declaration against the use of food as a weapon of war; exiles criticized the final declaration of the EU-CELAC Summit for not reproaching the Cuban regime; the CELAC Special Declaration on the lifting of the “embargo on Cuba” provoked a reaction by Human Rights Watch; and it was regretted that the UN did not vote against the internal embargo.
